Grate your zucchini directly into a clean kitchen towel or a few layers of paper towel. Squeeze out as much water as you possibly can — zucchini holds a surprising amount of moisture, and skipping this step will make your pancakes fall apart in the pan. Give it a firm, solid squeeze. Set the dry zucchini aside.
Pour your rolled oats into a blender or food processor and blitz for 20–30 seconds until you get a rough flour. It doesn't need to be perfectly smooth — a little texture is great here. No blender? A zip-lock bag and a rolling pin work just fine.
In a medium bowl, combine your oat flour, squeezed zucchini, eggs, yogurt, baking powder, garlic powder, dried thyme, and a pinch of black pepper. Mix until you get a thick, scoopable batter. If it feels too wet, add another tablespoon of oats and let it sit for 2 minutes.
Heat a non-stick pan over medium heat and add your olive oil. Drop a heaped tablespoon of batter per pancake and gently flatten with the back of a spoon. Cook for 3–4 minutes per side until golden. Flip only when the edges look set and the bottom lifts cleanly. Repeat until all batter is used — you'll get around 6–8 small pancakes.
While the last batch cooks, mix together the yogurt, parsley, chives, lemon juice, and a pinch of black pepper in a small bowl. Stir well and taste — adjust lemon if you want more brightness.
Stack 3–4 pancakes per plate, spoon the herb yogurt generously on top, and finish with a light drizzle of extra virgin olive oil. Scatter a few fresh herbs over the top if you have them. Eat immediately — these are best fresh off the pan.
